Caesar 3 combines elements of both micro and macromanagement in my opinion, although admittedly more of the latter. Micromanagement involves things like moving wares from one warehouse to another and taking part in combat in those missions where it takes place. The macromanagement takes up most of your time and is probably the most important part. A fundamentally sound city plan will ensure that people and materials get to their proper destinations and perform as they should. A city with a thousand streets and intersections going in every direction will lead to confusion, mayhem, cats and dogs...living together, mass hysteria. This is due to a fundamental premise in the game, and one that is easy to comprehend and maddening to try and master
